Mairéad Phelan
Mairéad Phelan, Head of the National Building Control Office. A Chartered Engineer and Fellow of Engineers Ireland she worked with the Local Government Management Agency as a Programme Manager on national shared services projects. Prior to this she was Senior Engineer with Fingal County Council in the Built Environment and Transportation Divisions with specific responsibility for bridges. She spent 10 years as Municipal & Town Engineer with Carlow County Council while also preforming the role of Conservation Officer.
Her career commenced with Nicholas O Dwyer Consulting Engineers on Major Water & Drainage Schemes. She is an associate lecturer with Carlow Institute of Technology Built Environment’s Department. Mairéad is passionate about promoting the construction of safe and healthy buildings and the sustainable re-use of our existing building stock. For her work in Building Control, she was awarded the Civil Service excellence and innovation award in 2015.
Mairéad also holds an MBA, a Diploma in Law, a PG. Cert. in Governance, a PGDip in Highway & Geotechnical Engineering, a PGDip in Project Management and a Cert in GDPR.
